Richard L Moss

Richard Moss serves as the Dean of the School of Fine Arts, Humanities, and Social Sciences at the University of Arkansas - Pulaski Technical College, overseeing four academic units. Prior to this role, he served as the Director of the college’s Title III Predominantly Black Institutions program. In that capacity, he and the team worked to increase the retention and graduation of underrepresented students in the field of STEM.
He serves as an adjunct faculty member at his college and at the University of Illinois Springfield.
Currently, Richard is a city council member in Jacksonville, AR. He also serves on the board of Treatment Homes, Inc. and Arkansas Lighthouse Charter Schools. He also served as Board Chair on the board of directors for the Jacksonville Chamber of Commerce.
Richard is a member of Phi Beta Sigma Fraternity, Inc. (Lambda Gamma Sigma chapter) and is a life member of the fraternity. He currently serves as the Director for the Southwestern Region’s Leadership Academy.
He holds a PhD in Public Policy, with a focus on education policy, from the University of Arkansas. He earned a bachelor’s degree in Political Science and a master’s degree of Public Administration, both from the University of Arkansas at Little Rock, as well as a bachelor’s degree in Business Administration from the University of Central Arkansas.
