Elmira Mangum

Elmira Mangum was the eleventh president of Florida A&M University. Elmira was the first permanent female appointed as president in the 130 year history of the university and also the first president that was not a graduate of the institution, or resident of Florida. She has also previously served currently served as Associate Provost for Finance and Human Resources at the University of North Carolina, Chapel Hill and as the Vice President for Budget and Planning at Cornell University.

Elmira received her Ph.D. in Educational Leadership and Policy from the University at Buffalo and graduated from the University of Wisconsin, Madison, with two master’s degrees, one in public policy and public administration and another in urban and regional planning. She received her undergraduate degree from North Carolina Central University.
